Cease and Desist???

When I tried to log on the first time it told me to cease and desist as I am playing outside of the State of New Jersey and that my account information has been retained, and if I continue then further enforcement actions will take place. Huh? The app description clearly says you can play this outside New Jersey. Im confused and deleted this app immediately off my phone.
